Start with an approved measurement setup
This guide is for an owner preparing links for a newsletter or another external promotion. Start with an approved Analytics measurement setup and agreed privacy and consent configuration. URL tagging is not analytics installation or consent configuration, and this guide does not establish that GA4 is installed on this website.

Choose a naming dictionary
Use utm_source, utm_medium and utm_campaign as core fields. Google recommends all relevant parameters, especially these three plus utm_id and utm_source_platform; the core three are not an exhaustive requirement. [22]
Parameter values are case sensitive. Our recommendation is a consistent lowercase convention, not a protocol requirement. utm_content can distinguish two creative or CTA variants. [22]

These labels are a hypothetical naming dictionary. Replace them with your own agreed values; do not include personal identifiers.

Preflight before external publication
The following are recommended checks, not proof that a measurement system is configured.
- Confirm the approved measurement and consent setup with its authorized owner before a test visit.
- Open the untagged destination and confirm that the page matches the promotion; do not send a live contact form to test traffic.
- Compare source, medium and campaign against the naming dictionary, including letter case.
- Review relevant ID and source-platform values with the analyst; record a reason for omissions.
- Inspect the entire final URL, page title and any redirect destination for names, email addresses, message text or other personal identifiers. Google says URL paths and parameters must be free of PII and warns that URLs and titles can inadvertently send it to Analytics. [23]
- Inspect the final destination after any redirect or link wrapper and check that the agreed query-string values are retained. Record the actual destination rather than assuming a pass.
- Check each placement on a phone and by keyboard. Confirm that the two content labels still differ and that neither link was copied incorrectly.
- Record tester, result and evidence reference. Stop publication for wrong destinations or privacy concerns; assign an owner to resolve the blocker.
Hand an observation check to an authorized analyst
Ask the analyst to compare the expected labels in the register with the observed campaign/source/medium dimensions in Traffic acquisition. Google identifies that report as the destination for campaign parameter values. [22]
Recommended evidence record: record the authorized test window, report dimensions used, expected values, observed values or “not observed,” and a non-sensitive evidence reference. Ask the analyst which dimension is appropriate for optional fields. Do not promise a reporting delay or turn a missing observation into a pass.
If the labels are not observed, leave the status unresolved and ask the measurement owner to investigate the approved collection setup, consent behavior, redirects and report selection. This page does not supply analytics output.
